Centered layout?

Hey Id like a lay out...
With a neon green background...
And 4 sections... on top of each other...
And my freinds plus comments
to be on the botem.. in a school box

I want my first section. to have my info.
second Just blank.. Ill put stuf in it
third..
and forth ill add stuff to as welll.

You can't just ADD boxs, you have to put them in different sections, ect. too much work for me to do for someone else :)
